This project preserves two state routes in Franklin and Adams Counties in Eastern Washington.

SR 21 – SR 260 to US 395 (23.92 miles)
SR 260 – Kahlotus to Washtucna (13.18 miles)

What to expect

The chip seal project includes shoulder finishing, constructing bituminous surface treatment (BST), crack sealing, hot mix asphalt (HMA) paving, pavement repair, and pre-level, centerline rumble strips, fog seal, pavement markings, guideposts, traffic control and other work.

Construction begins Monday, July 7. During work, travelers can expect a reduced traffic speed approaching the work zone and intermittent single-lane closures. Additionally, users can expect one-way alternating traffic with flaggers at times, with wait times up to 20 minutes. Please remember to slow down in work zones and watch for road crews.

Work was completed in August 2025.

These roads were last chip sealed 10 or more years ago. The roadway surfaces have reached the end of their surface life and are due for pavement repair. This project will rehabilitate the roadway and preserve it for years to come.
