Interlocal agreements, forms, and permits

After contacting your area development services manager, use these forms as directed.

Access Connection Permit

Apply for this permit if you need to connect to a highway.

Roadside Vegetation & Beautification Permit

Apply for this permit if you want to plant and/or maintain vegetation, such as plants or trees, on the state right-of-way.

General Permit

If you need to do some work on a state right-of-way, this is the permit for that. This permit also has several other uses. If the previous two categories didn’t apply to you, then this is probably the right form.

Developer guidance

These two guidance documents will help developers find the information they may need to fill out a permit application. 

Consult the Design Manual Chapter 1130 (PDF 622KB) for further guidance on WSDOT development review policy, procedures, and criteria for transportation mitigation determination, agreements and plan development, permits and forms.

Location data maps and access control

While filling out a permit, you may find that you need specific data, location, or access information. The Transportation Data website has a collection of location information like milepost markers, geoportal data, roadway data, survey monuments, crash data, travel data, and more.

Another resource for finding state route number and milepost for the project location is Locate MP.

The Access Control map application displays access control classification for all Washington state highways.

Developer Services and Access administers the limited and managed access programs for all Washington state highways.

Electronic access request approval process

The following documents are used primarily by WSDOT employees, but it’s a good idea for you to look at them ahead of time and be sure you are providing all the information that is needed to fill out these documents. A WSDOT employee will sign off when the form is complete.

Limited Access hearings

These documents will help you understand the hearing process, including what order things happen and how long they might take. There are also some historical records from previous hearings.

Developer Services and Access Control hearings training

The WSDOT access control online training course is available through WSDOT. To receive credit for the class, contact LeRoy Patterson. This course explains access management in Washington State. It also explains limited access and managed access programs, rules and requirements.
